Establishing an emergency infrastructure
An emergency in the civil space is a situation in which residents expect a response from the local authority, which is the first building block in the area, capable of moving forces and means immediately and in the most organized and efficient manner, to the affected area.
The national emergency forces operate according to the prioritization of tasks at the national level. An authority where 10 buildings were damaged will always receive priority over an authority or a private facility where "only" two buildings were damaged, but from the point of view of the single person trapped in the damaged building - he is within 100% of the damage and the national prioritization is irrelevant to him.
In the gap between the response capacity of the national system and the immediate response to the resident, the local authority and/or the private company comes into action.
My aim
Establishing Emergency Systems Based on Volunteer civilians from the city/organization
The strength of the organization in the eyes of its people will be determined, among other things, on the basis of its actual ability to give the best response to its people in national emergency situations.
